Abstract
This research critically examines the prevailing narrative of regulation in social care, challenging the assumption that professional recognition will occur as anticipated. It investigates the impact of regulatory frameworks on educational programs in the Republic of Ireland, contextualized within Neo-liberal and managerialist agendas. Utilizing Michel Foucault's concept of governmentality, this study explores how Neo-liberal policies may not only restrict services and staff but also has the potential to redefine the professional identity of social care work (van Heughten, 2011). Education is being utilized as a pivotal tool to drive these changes, however little exploration has happened on whether this is a trojan horse for embedding Neo-liberal values into the profession. The literature has largely overlooked the critical examination of new proficiency standards in educational programs.
